On March 23,2016,Nexus Communications,Inc.(“Nexus”or “Company”)filed a
Notice of Relinquishment of its designation as an eligible telecommunications carrier (ETC)in
Idaho.Nexus is a commercial mobile radio service (CMRS)carrier providing prepaid wireless
service plans to Lifeline subscribers in Idaho.See ETC Application at 6.Nexus stated that it
relinquishes its ETC designation in conjunction with the Company’s discontinuation of service in
Idaho.Nexus cited changes in the industry and proposed modifications to the Lifeline program
as chief reasons for this action.
The Company also remarked that it is providing notice to the handful of Nexus
wireless subscribers in Idaho,pursuant to Telephone Customer Relations Rule 312.See IDAPA
31.41.01.312.02.The Company advised that it will discontinue telecommunications services in
the State of Idaho on May 6,2016.The Company included a sample customer notice listing two
alternate wireless service providers offering Lifeline service in its former ETC area.
STAFF REVIEW AND RECOMMENDATION
Staff reviewed Nexus’Application and states that the Company has satisfied all of the
statutory requirements for relinquishment of its ETC designation.See 47 C.F.R.§54.205(a).
Staff believes that the Company’s former Lifeline subscribers will have competitively-priced
alternatives with other wireline and wireless ETC providers in its service area.Thus,Staff
recommended Commission approval of Nexus’request to relinquish its ETC designation.
COMMISSION FINDINGS
The Commission reviewed Nexus’Application and Staffs recommendation.The
Commission approves the Company’s request to relinquish its ETC designation in Idaho.The
Commission approved the Company’initial Application for ETC designation in Idaho on April
2,2013.See Order No.32775.The Commission finds that Nexus’decision to relinquish its ETC
designation will not adversely affect telecommunications customers in the Company’s ETC

designated area.Additionally,the Commission finds that Nexus’former customers will continue
to have access to wireless service through subscription with an alternate ETC provider in the
Company’s former service area.Therefore,the Commission approves Nexus’Application to
relinquish its ETC designation in Idaho.
ORDER
IT IS HEREBY ORDERED that the Application of Nexus Communications,Inc.to
relinquish its eligible telecommunications carrier status in Idaho is approved.
THIS IS A FINAL ORDER.Any person interested in the Order may petition for
reconsideration within twenty-one (21)days of the service date of this Order with regard to any
matter decided in this Order.Within seven (7)days after any person has petitioned for
reconsideration,any other person may cross-petition for reconsideration.See Idaho Code §61-
626.
