IT IS HEREBY CERTIFIED that this Certificate of Public Convenience and Necessity is issued to McLeodUSA Telecommunications Services, Inc., Certificate No. 325, to authorize McLeod to provide Title 61 regulated telecommunications services, including basic exchange services, within parts of the state of Idaho. The Commission approved McLeods Certificate by Order No. 26932 issued May 27, 1997. Order No. 26932 limits the areas in which McLeod is authorized to provide Title 61 services, as depicted in the map attached to this Certificate as Exhibit A. This Certificate is predicated upon and is issued pursuant to the findings of the Commission in Order No. 26932.
