MTC-06- CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY FOR MY TEL COMPANY, INc. On October 3, 2006, My Tel Company, Inc. filed an Application for a Certificate of Public Convenience and Necessity to provide local and interexchange telecommunications services within the State of Idaho.My Tel is a wholly-owned subsidiary of Cordia Communications Corporation, and Cordia is a competitive local exchange carrier in the State of Idaho that provides service using Qwest's network. The Application states that My Tel plans to provide services on a resell arrangement with Cordia. On June 12 , 2007, the Commission issued a Notice of Application and Notice of Modified Procedure to process My Tel's Application. Written comments were filed by Staff which indicated that Staff worked with the Company to make changes to its Application and illustrative tariff following the filing of its Application in October 2006. My Tel has provided the necessary financial information and the appropriate contact information for its registered agent for service of process in Idaho. The Company requested a waiver of the Commission requirement for an escrow account for deposits because the Company does not plan to require advance deposits from customers. Staffrecommends the Commission approve My Tel's Application for a Certificate of Public Convenience and Necessity, along with a waiver ofthe requirement to establish an escrow account.
