SUBJECT: IN THE MATTER OF NOTICE BY MILLENNIUM NETWORKS, LLC
TO THE COMMISSION OF THE ASSETS ACQUISITION OF CTC
TELECOM, INC.; CASE NOS. MNL-T-23-01; CTL-T-23-03.
On May 26, 2023, Millenium Networks, LLC, d/b/a Silver Star Communications
(“Millennium” or “Company”) petitioned the Idaho Public Utilities Commission
(“Commission”) seeking to acquire assets from CTC Telecom, Inc.1 (“CTC”) (collectively, the
“Companies”) in Ada County. Notice at 1. Millennium is a telecommunications company
operating under CPCN No. 494. Id.; see also Order No. 31027.
On July 12, 2023, Commission Order 35852 opened a new case for CTC (to be processed
concurrently with Millennium’s Petition), provided Notice of the Petition, and established a July
27, 2023, public comment deadline and an August 4, 2023, Company reply deadline.
Since Order No. 35852, the Companies have independently reached out to Staff’s
Counsel and asked for additional time to respond to discovery. In addition, CTC expressed
concerns about the relevance of information requested and wished to discuss those concerns with
Staff.
Because Staff believes that resolving the discovery issues are necessary to the
proceedings and will facilitate an accurate and complete record, Staff’s Counsel conferred with
the Companies and proposed establishing new, supplemental comment and reply deadlines.
Doing this would require establishing new, supplemental deadlines for public comments and the
Companies’ reply.

On July 28, 2023, Staff filed a motion (“Motion”) to establish supplemental public
comment and reply deadlines. Staff asked to file supplemental comments after the discovery
issues are resolved. Staff is meeting with the Companies on July 31, 2023, to discuss discovery.
Staff requested the Companies be allowed to file their reply comments seven days after Staff’s
supplemental comments are filed.
STAFF RECOMMENDATION
To allow for additional time to complete discovery and develop a more robust record,
Staff recommends the Commission grant the Motion and establish supplemental public comment
and Company reply deadlines.
