Millennium Networks, LLC ("Millennium" or "the Company") hereby petitions the
Commission for an Order approving this Petition for Waiver of the FCC Threshold Numbering
Resource Requirements for Pocatello ldaho. ln support hereof, Millennium states as follows:
Millennium is a Title 62 telephone corporation organized u nder the laws ofthe State of
Wyoming and is authorized to do business in ldaho and to provide telecomm unications services
pursuant to a Certificate of Public Convenience and Necessity issued to it by the Commission
ln order to accommodate a DMS-10 switch eq uipment/facilities replacement at the
FRDMWYXCD3 switch, which supports the Pocatello Rate Center for Millennium, a new NPA-
arrangements in LERG 7 SHA and that new trunking may be ordered and installed. Once the new
switch is operational, existing Millennium customers will be ported to it from the old switch.
BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
NXX and LRN (local routing number) is required for the new Switch to establish homing
On October 18,2019, Millennium applied to the North American Numbering Plan
Administrator (NANPA) via the Pooling Administration System (PAS), for a local routing number
for the Pocatello Rate Center within its local access and transport area (LATA). On October 78,2079
NANPA denied the Company's application because numbering resources already exist for Company
in the LATA and the Thousand-Block Number Pooling Administration cuidelines preclude NANPA
from assigning a service provider a new NXX to establish an LRN unless carrier has exhausted the
assigned resources (see, Attachment A, PAS Part 1 Denial).
The Company's Petition appeals NANPA's denial of its application for additional
numbering resources. Millennium respectfully requests the Commission approve its petitlon and
block to the Company for the purpose of an initial LRN; any unneeded 1K blocks will be returned
tO NANPA.
WHEREFORE, Millennium Networks, LLC respectfully requests an expedited Order of this
reasonable and necessa ry.
