Box 83720 Boise, ID 83714 Dear Ms. Noriyuki: This letter is to notify the Commission pursuant to ID Title 62-612(2) that MCImetro Access Transmission Services LLC d/b/a Verizon Access Transmission Services ("MCI") will discontinue its provision of basic local exchange services to residential and small business customers effective on or after December 31, 2023. Bundled interexchange services and features such as caller identification, call forwarding and voice mail also will be discontinued to these customers. MCI is discontinuing these services because of a significant decrease in demand. The proposed discontinuance will enable MCI to streamline its retail offerings to maximize efficiencies and maintain a high level of customer service. After the discontinuance, MCI will continue to exist as an indirect, wholly owned subsidiary of Verizon Communications Inc. and will continue to provide regulated services in Idaho. The few customers who will be affected by the discontinuance will have ample time to migrate to the alternative provider of their choice. MCI's basic local exchange services were grandfathered almost four years ago, effective October 1, 2019. MCI provides local exchange service to approximately 10 residential and 2 small business customers, some of whom also receive bundled interexchange service. MCM-T-23-01 below, those customers will have several months to migrate to alternative local exchange service providers and interexchange service providers. They will have many options. MCI provides basic local exchange service by leasing unbundled network elements from the incumbent local exchange carrier (ILEC) or by obtaining service from another local exchange carrier that has similar arrangements with the ILEC, so in all instances the ILEC will be available to serve the customers, as will several other local exchange carriers and wireless providers, including Verizon Wireless. In addition, the standalone residential and small business interexchange service provided by MCI Communications Services LLC is not being discontinued at this time, so our long-distance service will continue to be available as a stand-alone offering to all affected customers, as will the interexchange services of numerous other providers. MCI has sent, and will continue to send, numerous communications to affected customers, advising them of the planned discontinuance and of their need to select alternative providers. Customers received bill messages in their August and September 2023 invoices, and bill messages similar to the attached Exhibit 1 will also be included in their October, November, and December invoices. Additionally, on September 12, 2023, MCI sent all affected customers a supplemental letter, which is provided as Exhibit 2. Autopay customers will also receive the letter again in October, November, and December. In addition, MCI already published a general notice of the discontinuance in 5 Idaho local newspapers. The notice, list of newspapers, and publication dates are provided as Exhibit 3. MCI expects that customers that migrate to alternative providers, will choose to port their existing telephone numbers. Number ports will be implemented through industry-standard processes. MCI will retain some or all of the numbering resources assigned to it in order to support the services it will continue to provide after the discontinuance is fully implemented. There will be no prearranged transfers of customer accounts; rather, customers may migrate to other Verizon services or alternative carriers, in accordance with their preferences and established procedures. Any deposits or credits held for MCI residential and small business basic local exchange customers that migrate to other carriers or otherwise close their MCI accounts will be returned after being applied to any outstanding account balances, in accordance with MCI's standard practices and applicable Commission requirements. MCI will not impose any termination liabilities or penalties on the affected customers. For the foregoing reasons, MCI plans to discontinue basic local exchange services and bundled interexchange services and features to MCI's residential and business customers in Idaho effective on or after December 31, 2023. If you subscribe to long distance (toll) calling plans with an in-state or interstate toll provider other than MCImetro Access Transmission Services, you may lose those plans when you select a new local exchange carrier and may revert to higher-priced non- calling plan rates. To ensure continued subscription to any toll calling plans, you should call your in-state and interstate toll providers. Small Business & Residential Local Phone service provides a single analog voice communications circuit for a customer’s telephone. In connection with the discontinuance of Small Business and Residential Local Phone service, Verizon will also remove any adjacent items, including any bundled long distance service, from your account.
