BACKGROUNI)
On June 27,2018, the Commission received a Petition for a Safety valve waiver of
numbering resource guidelines from MClmetro Access Transmission Services Corp. dlb/a
Verizon Access Transmission Services ("MClmetro"). The Safety Valve was filed following
Neustar's denial of the Company's Application for additional numbering resources in the
Pocatello, [daho rate center. In this Petition, MClmetro indicated that on June 14, 2018, it had
requested one-thousand block of contiguous numbering resources for its customer in the
Pocatello rate center.
MClmetro states that the Neustar Application was denied due to the "Months to Exhaust"
(MTE) calculation for the rate center. According to the report, the MTE for the Pocatello rate
center exceeds the FCC guidelines.l Moreover, MClmetro's customer requested a specific
sequential thousands-block of 208-418-5, which is currently being reserved pending
Commission's decision.
STAFT'ANALYSIS
Staff has reviewed the request for the Safety Valve waiver of the "months to exhaust"
threshold requirements and believes it is reasonable for the customer's business plan.
I To be assigned an additional thousands-block (NXX-X) for growth, "Months to Exhaust" must be less than or
equal to 6 months. (FCC 00- 1 04, Section 52. I 5 (gX3Xiii)).

RECOMMENDATION
Staffrecommends that the waiver request for the sequential one-thousand block of be
granted to MClmetro for its customer. Specifically, Staff recommends that the NPA N)O( X
(208-418-5) be released to MClmetro for its Pocatello rate center customer.
