On June 21,2018,MCImetro Access Transmission Services Corp.d/b/a Verizon
Access Transmission Services ("MCImetro")filed a request with this Commission for a waiver of
the Federal Communications Commission's ("FCC")numbering resource guidelines following
denial of its Application to Neustar,the North American Numbering Plan Administrator
("NANPA").
THE APPLICATION
On June 14,2018,MCImetro requested 1,000 additional numbers in the
BOISIDMAXTX switch in the Pocatello rate center from the NANPA in order to satisfy a
customer's request.MCImetro specifically requested the thousand-block of 208-417-5,and
confirmed it does not have the numbers to satisfy its customer's request.
MCImetro's Application was denied because it did not meet the "months to exhaust"
criteria of six months.MCImetro asserts that the NANPA's denial impedes its ability to serve its
customers within the State of Idaho.Carriers can appeal NANPA decisions of this nature to the
appropriate state regulatory authority.'
STAFF ANALYSIS
Staff reviewed the Company's request for the waiver of the "months to exhaust"
threshold and believes the waiver request is necessary for the customer's proposed use.Therefore,
Staff recommends that the waiver request for the sequential thousand-block be granted to
MCImetro for its customer.Specifically,Staff recommends that the NPA NXX X (208-418-5)be
released to MCImetro for its Pocatello rate center customer.

DISCUSSION
After reviewing MCImetro's waiver request and Staff s recommendation,the
Commission finds that the request should be granted.The FCC has authorized the Idaho
Commission to overturn the NANPA's denial of numbering request "based on [the Idaho
Commission's]determination that the carrier has demonstrated a verifiable need for numbering
resources and has exhausted all other available remedies."47 C.F.R.§52.15(g)(5).MCImetro has
carried its burden.
We find MCImetro requires the requested 1000-number block to meet its customer's
request,and has therefore demonstrated a verifiable need for numbering resources in the Pocatello
rate center.Further,we find that assigning that block to MCImetro will not detrimentally affect
number resources for the Pocatello rate center.In this regard,we note that the Idaho Commission
may request proof that numbering resources have been activated and assignment of telephone
numbers has commenced within six months of MCImetro receiving the numbering resources.If
the Idaho Commission determines that the numbering resources have not been activated and
assignment commenced within six months of receipt,the Commission may reclaim the numbering
resources.47 CFR §52.15(i).Accordingly,we find it is reasonable to direct that the NANPA open
a code and provide a new Local Routing Number for MCImetro's new switch at the Pocatello rate
center as requested by MCImetro.
ORDER
IT IS HEREBY ORDERED that MCImetro's request for a waiver of FCC threshold
requirements for numbering resources in the Pocatello,Idaho rate center is granted.
IT IS FURTHER ORDERED that the 1,000-block of numbers 208-418-5 be released
to MCImetro to fulfill its customer's request in the Pocatello rate center.
IT IS FURTHER ORDERED that MCImetro must provide proof to the Idaho
Commission within six months that the numbering resources assigned in this Order have been
activated and assignment of telephonenumbers has commenced.
THIS IS A FINAL ORDER.Any person interested in this Order may petition for
reconsideration within twenty-one (21)days of the service date of this Order.Within seven (7)
days after any person has petitioned for reconsideration,any other person may cross-petition for
reconsideration.See Idaho Code §61-626.
