HAMMOND DATE: APRIL 22, 2002 RE: IN THE MATTER OF THE FORMAL COMPLAINT OF LANCE & KARISSA ST. ONGE REGARDING A QWEST COMMUNICATION LINE EXTENSION DECISION. CASE NO. QWE-T-01-25. On September 6, 2001, the Commission received a formal complaint against Qwest from the St. Onge's requesting that it review a line extension decision made by the Company. The St. Onge's stated that they had been seeking the installation of basic phone service for their home but Qwest's decision made it to cost prohibitive. The Commission Staff has now been informed that the parties have reached a settlement of this case. Staff has been provided with a work order which contains the charges for extending service to the St. Onge's and the date that service was provided to them. This document is signed by a Qwest manager and the St. Onge's. According to this information, Qwest agreed to reduce the charge for extending service to the St. Onge's from approximately $5,700 to $1,006.23. Qwest also agreed to allow the St. Onge's to split this amount into two payments. The St. Onge's made the first payment of $503.12 to Qwest on November 9, 2001. In return, Qwest extended basic phone service to the St. Onge's on December 24, 2001. STAFF RECOMMENDATION Based on the settlement reached between the parties Staff recommends that the Commission dismiss the St. Onge's Complaint.
