On December 29, 2022, Lingo Telecom, LLC d/b/a Trinsic Communications d/b/a Excel
Telecommunications d/b/a VarTec Telecom d/b/a Clear Choice Communications d/b/a Lingo
(“Company”) filed an Application requesting the Commission update the Company’s name in all
Commission records including the Company’s Certificate of Public Convenience and Necessity
(“CPCN”) No. 468.
IT IS HEREBY CERTIFIED that this Fourth Amended Certificate of Public Convenience
and Necessity, Certificate No. 468, is issued to Lingo Telecom, LLC d/b/a Trinsic
Communications d/b/a Excel Telecommunications d/b/a VarTec Telecom d/b/a Clear Choice
Communications d/b/a Lingo d/b/a Bullseye. This CPCN authorizes Lingo Telecom, LLC d/b/a
Trinsic Communications d/b/a Excel Telecommunications d/b/a VarTec Telecom d/b/a Clear
Choice Communications d/b/a Lingo d/b/a Bullseye to provide local exchange and interexchange
services within the State of Idaho. This Certificate is predicated upon and is issued pursuant to the
findings of the Commission in Order No. 35733 issued April 10, 2023.
