On December 29, 2022, Lingo Telecom, LLC d/b/a Trinsic Communications d/b/a Excel
Telecommunications d/b/a VarTec Telecom d/b/a Clear Choice Communications d/b/a Lingo
(“Company”) applied, through its consultant Inteserra, requesting the Commission update the
Company’s name in all Commission records including the Company’s Certificate of Public
Convenience and Necessity (“CPCN”) No. 468.1 The Company requested the name change be
effective January 1, 2023.
On January 27, 2023, the Company filed an amended application which included a copy of
the Certificate of Assumed Business Name filed with the Idaho Secretary of State.
Having reviewed the record, we issue this Order updating the Company’s name in all
Commission records.
APPLICATION
The Company requested the Commission issue an order updating the Company’s corporate
name by adding the assumed business name of d/b/a Bullseye (the name it will market services
under in the State of Idaho). With the update, the Company’s name would be Lingo Telecom, LLC
d/b/a Trinsic Communications d/b/a Excel Telecommunications d/b/a VarTec Telecom d/b/a Clear
Choice Communications d/b/a Lingo d/b/a Bullseye.
COMMISSION DECISION
Staff has verified that the Company received the Certificate of Assumed Business Name,
reflecting the new name of Bullseye, from the Idaho Secretary of State. Based on our review of
the Application, we find it reasonable to approve the Company’s request to update its assumed
name on all Commission records to Lingo Telecom, LLC d/b/a Trinsic Communications d/b/a
Excel Telecommunications d/b/a VarTec Telecom d/b/a Clear Choice Communications d/b/a
Lingo d/b/a Bullseye.

ORDER
IT IS HEREBY ORDERED that the Company’s Application is approved. The Company’s
updated name in all Commission records shall reflect Lingo Telecom, LLC d/b/a Trinsic
Communications d/b/a Excel Telecommunications d/b/a VarTec Telecom d/b/a Clear Choice
Communications d/b/a Lingo d/b/a Bullseye.
THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally
decided by this Order) may petition for reconsideration within twenty-one (21) days of the service
date of this Order regarding any matter decided in this Order. Within seven (7) days after any
person has petitioned for reconsideration, any other person may cross-petition for reconsideration.
