In attendance was Commissioner Paul Kjellander,Commissioner Eric Anderson; Commissioner Raper participated by telephone. Commissioner Kjellandercalled the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on Monday December 10, 2019. The Commission voted unanimously to approve the minutes as written. The second order of business was CONSENT AGENDA: 2. Action Item:John R. HammondJr.’s December 6, 2019, Decision Memorandum re: In the Matter of the Application of Avista Corporation Requesting to Modify Schedule 95 to Revise the Company’s Voluntary Renewable Energy Program; Case No. AVU-E-19-12. 3. Action Item:John Hammond Jr.’s December 6, 2019, Decision Memorandum re: In the Matter of the Application of Avista Corporation to Approve Electric Distribution Service Agreement with East Greenacres Irrigation District; Case No. AVU-E-19-13. Commissioner Kjellander made a motion to move approve Staff’s recommendation for items 2 and 3 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTEDMATTERS: 4. Deliberation re: In the Matter of the Application for Approval of Idaho Power Company’s Application for a Determination of 2018 Demand-Side Management Expenses as Prudently Incurred; Case No. IPC-E-19-11. [Matt Hunter, Attorney] 5. Deliberation re: Rocky Mountain Power’s Application for Authority to Revise Electric Service Regulation No. 4-Supply and Use of Service; Case No. PAC-E-19-14. [Matt Hunter, Attorney] 6. Deliberation re: In the Matter of the Application of Idaho Power Company to Study the Costs, Benefits, and Compensation of Net Excess Energy Supplied by Customer On-Site Generation; Case No. IPC-E-18-15. [Edward Jewell, Attorney] 7. Deliberation re: In the Matter of the Application of Idaho Power for Approval of a Power Purchase Agreement with Jackpot Holdings, LLC, for the Sale and Purchase of up to 220 Megawatts of Renewable Solar Generation; Case No. IPC-E-19-14. [Edward Jewell, Attorney] 8. Deliberation re: Avista’s Application for the Extension of Its Electric and Natural Gas Fixed Cost Adjustment Mechanisms in the State of Idaho; Case Nos. AVE-E-19-06 and AVU-G-19-03. [Dayn Hardie, Attorney] 9. Deliberation re: CAPAI’s Petition for Intervenor Funding, Avista General Rate Case; Case No. AVU-E-19-04. [John R. Hammond, Jr., Attorney] Commissioner Kjellander stated that items4, 5, 6, 7, 8 and 9 under Fully Submitted Matters would be deliberated privately.
