MAT-07- On January 16, 2007 , Matrix Telecom, Inc. ("Matrix" or "Company ) filed an Application for a Certificate of Public Convenience and Necessity (CPCN) to provide facilities-based and resold local exchange telecommunications services within the State of Idaho. Matrix intends to provide these services through interconnection agreements and commercial wholesale agreements with Verizon Northwest Inc. and Qwest Corporation. Company will deploy and maintain company-owned facilities only after customer saturation can support such investment. On AprilS , 2007 , the Commission issued a Notice of Application and Notice of Modified Procedure to process Matrix s Application. Written comments were filed by the Commission Staff on April 26, 2007. No other comments were filed. Staff reviewed the Company s Application, including an audited financial statement for 2005 and balance sheets for 2006, along with an illustrative tariff. Staff states that the Company possesses the requisite financial, managerial and technical qualifications necessary to operate as a telecommunications service provider in Idaho. Staff recommends approval of the Application of Matrix for a Certificate of Public Convenience and Necessity.
