FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO PROVIDE LOCAL EXCHANGE SERVICES IN THE STATE OF IDAHO ORDER NO. 30312 CASE NO. MAT-07- On January 16 , 2007, Matrix Telecom, Inc. filed an Application for a Certificate of Public Convenience and Necessity to provide facilities-based and resold local exchange telecommunications services within the State of Idaho. On April 5 , 2007, the Commission issued a Notice of Application and Modified Procedure requesting comments from interested parties. Order No. 30288. The only comments received were submitted by the Commission Staff. The Application states Matrix will provide these services through interconnection agreements and commercial wholesale agreements with Verizon Northwest Inc. and Qwest Corporation. Matrix anticipates it will begin providing service in the spring of 2007 and intends to deploy and maintain company-owned facilities only after customer saturation can support such deployment. Matrix has a Certificate ofIncorporation from the State of Texas dated June 30, 1990 and a Certificate of Authority from the State of Idaho dated June 12, 1992. The Company principal place of business is in Dallas, Texas. Matrix has provided financial information and the appropriate contact information for its registered agent for service of process within Idaho. The Company also filed a revised illustrative tariff on February 21 2007 and affirms that it has reviewed all the Commission rules and agrees to comply with them. Staff reviewed the Application submitted by Matrix, and believes the Company understands and agrees to comply with the Commission rules and requirements. Based on this review, the Company s filing fulfills the requirements of the Commission Rules and Procedural Order No. 26665. Staff, therefore, recommended that the Commission approve the Application for a Certificate of Public Convenience and Necessity. Based upon our review of the filing and the record in this case, the Commission finds that Matrix s filing satisfies the requirements of the Commission s Rules and Procedural Order ORDER NO. 30312 No. 26665. Thus, we approve Matrix s Application for a Certificate of Public Convenience and Necessity to allow the Company to provide telecommunications services throughout Qwest and Verizon s service territory within the State ofIdaho. ORDER IT IS HEREBY ORDERED that Matrix Telecom, Inc. is granted a Certificate of Public Convenience and Necessity to provide competitive telecommunications services within the state ofIdaho. THIS IS A FINAL ORDER. Any person interested in this Order may petition for reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code ~ 61-626.
