FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO PROVIDE COMPETITIVE TELECOMMUNI- CATIONS SERVICES WITHIN THE STATEOF IDAHO. CASE NO. MAE-O4- CO MMENTS OF THE COMMISSION STAFF COMES NOW the Staff of the Idaho Public Utilities Commission, by and through its Attorney of record, Donovan E. Walker, Deputy Attorney General, in response to Order No. 29659, the Notice of Application, Notice of Modified Procedure and Notice of Comment/Protest Deadline in Case No. MAE-04-1 issued on December 9, 2004, and submits the following comments. On October 27, 2004, Matraex, Inc. filed an Application for a Certificate of Public Convenience and Necessity with the Commission seeking its review and approval. ST AFF ANALYSIS Maetraex s Application proposes to provide resold and facilities based voice and data services to business and residential customers in the Boise and surrounding area with plans to expand the service area to include Canyon, Owyhee, Boise, Elmore and surrounding counties. STAFF COMMENTS DECEMBER 30 2004 On November 9 2004, the Commission approved an Interconnection Agreement between Qwest Corporation, Inc., and Maetraex, Inc. Matreaex is incorporated in the State of Idaho and headquartered in Eagle, Idaho. For the past six years, the Company has been providing web hosting and programming services in Idaho and also provides IT solution implementation consulting and services. The Company has provided financial sheets from October 25, 2002 through October 24 2004 and the appropriate contact information for its registered agent for service of process within Idaho. ST AFF RECOMMENDATION Staff has reviewed the Application submitted by Maetraex, Inc. and believes the Company understands and agrees to comply with the Commission rules and requirements. Based on this review, the Company s filing fulfils the requirements of the Commission Rules and Procedural Order No. 26665. The Staff believes that the Company possesses the requisite financial, managerial, and technical qualifications necessary to operate as a provider of telecommunications services. Therefore, the Staff recommends approval of the Application for a Certificate of Public Convenience and Necessity. Respectfully submitted this $~day of December 2004. ovan E.
