PETITION FOR A SAFETY VALVE WAIVER OF FCC THRESHOLD
REQUIREMENTS FOR AN LRN AND NUMBERING RESOURCES IN
IDAHO’S KENDRICK RATE CENTER;CASE NO.POT-T-13-02.
BACKGROUND
On June 10,2013,Potlatch Telephone Company dba TDS Telecom,filed a petition
requesting that the Commission grant a Safety Valve waiver of FCC Threshold Requirements for
numbering resources in the Kendrick,Idaho rate center.
TDS is deploying a new switch and is requesting the issuance of a new Local Routing
Number (LRN).’The issuance of an LRN requires that a full NXX code2 be opened in the rate
center.The Company has indicated that it will need the new code and LRN for approximately
12 months and once the migration is complete the Company will return the new code when the
legacy switch is collapsed.
STAFF ANALYSIS
TDS participates in the thousand-block-pooling within its various rate centers in Idaho.
After evaluating TDS’s waiver request,Staff believes that granting this waiver will not have any
detrimental effect on the numbering resources in the Kendrick rate center.According to FCC
Local Routing Number is a 10-digit telephone number that idcntifles a particular switch and is required for local
number portability.

orders and numbering guidelines,carriers may appeal NANPA decisions of this nature to the
appropriate state regulatory’authority.This Commission has granted similar waivers in the past
to meet similar requests of other carriers.
RECOMMENDATION
Staff recommends that the request for a waiver be granted.
