On December 10,2018,Ionex Communications North,LLC.dba Birch
Communications notified the Commission it had changed its name to Lingo Communications
North,LLC.The company provides local and interexchangetelecommunications services in Idaho
under Certificate of Public Convenience and Necessity (CPCN)No.514,as amended.The
company has asked the Commission to update the CPCN to reflect the company's new name.With
this Order,we grant the company's request.
BACKGROUND
In 2013,the Commission authorized the company,then known as "Ionex
Communications North,Inc.dba Birch Communications,"to provide local and interexchange
telecommunications services in Idaho under CPCN No.514.See Order No.32809.In 2018,the
company notified the Commission it had reorganized from a corporation to a limited liability
company,and that it had thus changed its name to "Ionex Communications North,LLC dba Birch
Communications."The company thus asked the Commission to amend CPCN No.514 to reflect
the company's new name.The Commission granted the company's request and amended CPCN
No.514 to reflect that the company would provide services as "Ionex Communications North,
LLC dba Birch Communications."See Order No.34026,and Amended Certificate No.514.
The company has now notified the Commission it has changed its name from "Ionex
Communications North,LLC dba Birch Communications"to "Lingo Communications North,
LLC."dba Birch Communications.The company represented that the name change will not affect
its rates or services to customers.The company attached its customer notice describing the name
change,and the Idaho Secretary of State's Office's Certificate of Amendment of Registration,
under which the company is authorized to transact business in Idaho as Lingo Communications
North,LLC.

Last,the company included replacement tariffs.The company explainedthe residential
and business services described in existing Tariff No.3 (Local and Interexchange Services Tariff)
would be separately described in new Tariff No.5 (Residential Local and Interexchange Tariff)
and new Tariff No.6 (Business Local and Interexchange Tariff).Also,existing Tariff No.4
(Switched Access Tariff)would be replaced by new Tariff No.7 (Switched Access Tariff).The
company explained the new tariffs reflect the company's new name,and update page numbers and
sections,but otherwise contain the same rates,terms,and conditions as the old tariffs.The
company asked that the new tariffs take effect on December 31,2018.
After reviewing the company's proposed changes,Staff recommended that the
Commission approve them.
FINDINGS
Based on our review of the company's filing and Staff's recommendation,the
Commission finds it appropriate to again amend CPCN No.514 to reflect that the company has
changed its name to Lingo Communications North,LLC.Further,as the replacement tariffs-
new Local and InterexchangeService Tariffs Nos.5 and 6 and new Switched Access Service Tariff
No.740 not affect customer rates or services but merely make "housekeeping"changes,we find
it appropriate to approve them as filed.
ORDER
IT IS HEREBY ORDERED that Amended Certificate No.514 is further amended to
reflect that the certificate holder's name is Lingo Communications North,LLC.
IT IS FURTHER ORDERED that the company's updated tariffs are approved as filed,
effective December 31,2018.
THIS IS A FINAL ORDER.Any person interested in this Order may petition for
reconsideration within twenty-one (21)days of the service date of this Order with regard to any
matter decided in this Order in Case No.INX-T-13-01.Within seven (7)days after any person
has petitioned for reconsideration,any other person may cross-petition for reconsideration.See
Idaho Code §§61-626 and 62-619.
