GTE-T-99-5 -- INTERCONNECTION AGREEMENT BETWEEN GTE AND NOW COMMUNICATIONS; CASE NO. GTE-T-99-6 – INTERCONNECTION AGREEMENT BETWEEN GTE AND SPRINT SPECTRUM LP; and CASE NO. GTE-T-99-7 -- INTERCONNECTION AGREEMENT BETWEEN SMOKE SIGNAL COMMUNICATIONS Three joint Applications for approval of interconnection agreements recently were filed by GTE Northwest Incorporated and three other companies. Because the cases and interconnection agreements are similar and all involve GTE, Staff is combining its recommended action for each case in this single decision memorandum. 1. Case No. GTE-T-99-5, Interconnection Agreement with Now Communications. The joint Application for approval of an interconnection agreement between GTE and Now Communications was filed November 1, 1999. Now Communications is a competitive provider of telecommunication services, and the interconnection agreement is a resale agreement to enable Now to resell GTE’s local services. On November 17, 1999, the Commission issued a Notice of Modified Procedure and Notice of Joint Application to process the approval request. Written comments were filed only by the Commission Staff, which recommends approval of the interconnection agreement as filed. 2. Case No. GTE-T-99-7, Interconnection Agreement with Smoke Signal Communications. A joint Application was filed November 15, 1999 by GTE and Choctaw Communications, Inc. dba Smoke Signal Communications. The interconnection agreement submitted by the parties is a resale agreement to enable Smoke Signal to resell GTE services and provides access to Smoke Signal to GTE’s unbundled network elements. On November 23, 1999, the Commission issued a Notice of Joint Application and Notice of Modified Procedure. During the comment period, written comments were filed only by the Commission Staff. Staff recommends approval of the interconnection agreement as filed. 3. Case No. GTE-T-99-6, Interconnection Agreement with Sprint Spectrum LP. On November 9, 1999, GTE and Sprint Spectrum LP filed a joint Application for approval of a wireless interconnection agreement. The agreement provides for the exchange of traffic between the companies’ end user customers and also provides for Sprint’s collocation of its equipment at GTE’s premises. On November 18, 1999, the Commission issued a Notice of Joint Application and Notice of Modified Procedure. During the comment period, written comments were filed only by the Commission Staff, which recommends approval of this wireless interconnection agreement as filed. The parties in each case seek approval of the interconnection agreements pursuant to Section 252(e)(2) of the Telecommunications Act of 1996. Staff recommends the Commission approve each interconnection agreement as filed. Commission Decision Should the interconnection agreements in Case Nos.
