HomeMy WebLinkAbout20130304_3982.pdfDECISION MEMORANDUM TO: COMMISSIONER KJELLANDER COMMISSIONER REDFORD COMMISSIONER SMITH COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: KARL KLEIN DEPUTY ATTORNEY GENERAL DATE: MARCH 1, 2013 SUBJECT: IDAHO POWER’S APPLICATION TO MODIFY NET METERING SERVICE, CASE NO. IPC-E-12-27 On November 30, 2012, Idaho Power Company applied to the Commission for authority to modify its net metering service. The Company’s proposal will impact 350 net metering customers to varying degrees, depending on how they use and generate energy. The Company requests that the Commission issue an Order by July 1, 2013. On January 15, 3013, the Commission issued a Notice of Application and Notice of Intervention. See Order No. 32715. The Idaho Conservation League; PowerWorks, LLC; Pioneer Power, LLC; the City of Boise; the Snake River Alliance; and the Idaho Clean Energy Association, Inc. intervened in the case. Numerous public comments also have been received. Staff has proposed to the parties that the Commission should hold a formal prehearing conference to discuss scheduling and how the case should be processed. In particular, the Company has asked that the case be processed by Modified Procedure. But two intervenors (Idaho Clean Energy Association and the ICL) have asked for a technical hearing. Additionally, given the level of public interest, the Commission may want to consider ordering customer workshops to occur before the customer hearing (no date has been set for the customer hearing, although the Commission has indicated one will occur). All parties have advised Staff that they are available for a March 21, 2013 prehearing at the Commission. The Snake River Alliance and Idaho Power only can attend in the morning, with the Company asking that the prehearing begin no later than 9:00 a.m. COMMISSION DECISION Would the Commission like to schedule a formal prehearing conference to begin at 9:00 a.m. on March 21, 2013?
