Stutzman, Deputy Attorney General, in response to the Notice of Application and Notice of Modified Procedure in Case No. GTE-T-97-7 issued June 25, 1997, submits the following comments. On June 5, 1997, GTE Northwest Incorporated (GTE) filed an Application for approval of an interconnection agreement with AT&T Wireless Services, Inc. (AT&T). The Agreement, which was reached through voluntary negotiations without resorting to mediation or arbitration, provides for GTE and AT&T to interconnect their facilities and interchange traffic. In its application for approval, GTE asserts that the Agreement does not discriminate against other telecommunications carriers and that it is consistent with the public interest, convenience, and necessity. Staff has reviewed the Agreement and finds that it mirrors the Agreement between GTE and Sprint Spectrum in Case No. GTE-T-97-6/SPS-T-97-2. That agreement was submitted and approved by the Commission on July 9, 1997. As with the Sprint Spectrum Agreement, Staff believes that the GTE/AT&T Agreement is in the public interest and should be approved.
