Dear Mr. McFadden:
This letter is in response to your letter to the Commission dated January 16, 1996.  You indicated your group would like an opportunity to file comments but may not be able to file them at the Commission until January 24, 1996, which is after the deadline for comments.
Because the Commission has determined to hold a hearing in this matter on February 7, 1996, it is possible to file comments after the January 18, 1996 deadline.  If you file your comments by January 24, 1996, I will make sure your comments are made part of the record and are considered by the Commission.
