IT IS HEREBY CERTIFIED that this Certificate of Public Convenience and Necessity is issued to GST Idaho Lightwave, Inc., Certificate No. 322, to authorize GST to provide Title 61 regulated telecommunications services, including basic exchange services, within parts of the state of Idaho. The Commission approved GSTs Certificate by Order No. 26787 issued February 5, 1997. Order No. 26787 limits the areas in which GST is authorized to provide Title 61 services, as depicted in the map attached to this Certificate as Exhibit A. This Certificate is predicated upon and is issued pursuant to the findings of the Commission in Order No. 26787.
