CERTIFICATE NO. 371 TO REFLECT THE
CHANGE IN OWNERSHIP FROM HJN TO RELIANT COMMUNICATIONS.

On March 7, 2000, the Commission granted a Certificate of Public Convenience and
Necessity to HJN Telecom, Inc. to provide basic local exchange services in the State of Idaho.
See Case No. GNR-99-, CPCN No. 371. On November 20 2002, the Commission received
a revised long-distance tariff reflecting the name change from HJN Telecom, Inc. to Reliant
Communications, Inc. On May 1 2003 , Reliant Communications filed this Application with the
Commission requesting a CPCN be issued to Reliant to replace the existing Certificate No. 371.
Case No. GNR-99-l7 was reopened to transfer the CPCN to Reliant.
The Commission finds that Reliant's Application meets all the requirements
specified in Order No. 26665 for amendments to Certificates. Reliant is certified in a number of
states but has not initiated actual operations in any state yet. The Company was incorporated
under the laws of Georgia in June 1998 and has its principal office located in Lake Mary,
Florida. Reliant will offer resold services in Qwest and Verizon service territories.The
Company s financial statements reflect negative retained earnings sufficient to offset its long-
term liabilities, a situation which is likely due to its recent purchase of HJN Telecom. An
illustrative tariff has been filed that complies with the laws of the State of Idaho and the Rules of
the Commission. In addition, Reliant will not require advanced deposits from its customers and
has submitted a statement agreeing to comply with all Commission Rules applicable to the
provision of resold local exchange services. The Company also has a Certificate of Authority
transact business in the State of Idaho as a foreign corporation that was issued by the Secretary
of State on September 25, 2002.
Based on our review of the Application, we find that it is reasonable to amend the
Certificate of Public Convenience and Necessity No. 371 to reflect the change in name and

ownership from HJN Telecom, Inc. to Reliant Communications, Inc. The Commission also finds
it is reasonable to perform this administrative function without initiating a public hearing.
ORDER
IT IS HEREBY ORDERED that Reliant Communications, Inc.s Application to
amend the corporate holder of Certificate of Public Convenience and Necessity No. 371 is
granted.
THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally
decided by this Order) or in interlocutory Orders previously issued in this Case No. GNR-99-
17 may petition for reconsideration within twenty-one (21) days of the service date of this Order
with regard to any matter decided in this Order or in interlocutory Orders previously issued in
this Case No. GNR-99-17.Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration. See Idaho Code 99 61-
626 and 62-619.
