NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that on April 27,1999,dPi-Teleconnect,LLC (dPi)
filed an Application for a Certificate of Public Convenience and Necessity to provide resold local
exchange services within the state of Idaho.dPi is a Delaware corporation owned by dPi
Holding,Inc.(a Texas corporation)and Koch Ventures,Inc.(a Delaware corporation).The
Company proposes to furnish prepaid local exchange service to individuals who have had their
telephone service discontinued.dPi plans to provide on a resell basis prepaid monthly
reoccurring,flat-rate residential local exchange service including extended area service,custom
calling services,and any other services available on a resell basis from the underlying incumbent
local exchange carrier.The Company indicates it is certified to offer such services in 10 states
and has applications pending in 15 other states.
YOU ARE FURTHER NOTIFIED that Applicant intends to provide local exchange
service in those areas currently served by U S WEST Communications and GTE Northwest and
any other relevant incumbent facilities-based LECs.The Company indicates that it has an
interconnection agreement with GTE and is currently in the process of negotiating an
interconnection agreement with U S WEST.In its Application,the Company states that it
currently does not own any of its own telecommunication facilities.dPi indicates that it will
comply with all applicable rules of the Commission but does not accept deposits for service
given the prepaid nature of its intended local exchange service.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules
of Procedure,IDAPA 31.01.01.201 through -.204.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission within
twenty-one (21)days from the date of this Notice.The comment must contain a statement of
reasons supporting the comment.Persons desiring a hearing must specifically request a hearing
in their written comments.Written comments concerning this application shall be mailed to the
Commission and the Applicant at the addresses reflected below:

YOU ARE FURTHER NOTIFIED that if no written comments are received within
the time limit set,the Commission will consider this matter on its merits and enter its Order
without a formal hearing.If written comments are received within the time limit set,the
Commission will consider them and,in its discretion,may set the same for formal hearing.
YOU ARE FURTHER NOTIFIED that the Application together with supporting
workpapers,testimonies and exhibits,have been filed with the Commission and are available for
public inspection during regular business hours at the Commission offices.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code and that the
Commission may enter any final Order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission’s Rules of Procedure,IDAPA 31.01.01.000 et seq.

IT IS HEREBY ORDERED,based on the record in this case and the determination of
the Commission,that the Application of dPi-Teleconnect,LLC for a Certificate of Public
Convenience and Necessity be processed by Modified Procedure,IDAPA 31.01.01 .201-.204.
