NOTICE OF MODIFIED PROCEDURE
YOU ARE HEREBY NOTIFIED that on April 26, 1999, Concert Communications Sales, LLC (CCS) submitted an application for authority to provide local telecommunications services on a resale basis throughout the state of Idaho. CCS seeks authority to provide a full range of local services in the U S WEST and GTE serving areas as a CLEC, reselling services of other certified local exchange carriers, in all areas opened to CLEC competition. The Company proposes to provide “plain old telephone service,” access services (originating and terminating traffic between customers premises and an IXC point of presence), private line, Internet access services and data transmission service. It will initially provide resale, primarily to multinational business customers in adjunct to Concert’s international business services. CCS proposes to offer high quality innovative services at competitive rates, thereby increasing competition and leading to better services and more options for multinational customers in Idaho. CCS asserts that its entry into the local services market will not have an adverse impact on universal service goals and will offer affordable services for individual customers.
British Telecom (BT) is the parent of Concert Communications Co. (Concert) who is the parent of CCS. BT is one of the world’s leading providers of fixed and mobile communications services. It supplies local, long distance and international telecommunications services and equipment in the United Kingdom. Through Concert it provides managed voice, data and Internet services on a global basis to multinational companies. On July 26, 1998, BT and AT&T announced their intentions to form “Global Venture” to serve multinational companies and the international needs of individuals and businesses around the world. Upon consummation, CCS will become part of the Global Venture. AT&T and BT will each maintain 50% ownership interest and will share control.
The Articles of Incorporation for this entity are filed as if the company is a limited corporation that will be taxed as a partnership. A 1998 Annual Report was filed for British Telecommunications plc that show revenues in excess of $25 billion. CCS has submitted a satisfactory illustrative tariff for local services and a price list for Title 62
YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter and will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules of Procedure, IDAPA 31.01.01.201 through -.204.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this Application may file a written comment in support or opposition with the Commission within twenty-one (21) days from the date of this Notice. The comment must contain a statement of reasons supporting the comment. Persons desiring a hearing must specifically request a hearing in their written comments. Written comments concerning this application shall be mailed to the Commission and the Applicant at the addresses reflected below:
