files this petition to intervene and, in support of its petition, states as follows:
Time Warner is a telecommunications carrier authorized to provide various
telecommunications services in Idaho including local exchange services.
As a telecommunications carrier authorized to provide local exchange services in
Idaho, Time Warner is directly affected by the issues in these cases.
