("Sprint"), hereby requests designation as a party in the above-referenced matter. As a telecommunications carrier operating in Idaho, the Commission's decision regarding the legality of "virtual" NXX may impact Sprint's business plans, and Sprint therefore has a direct and substantial interest in the outcome of this docket.
