HomeMy WebLinkAbout19990122Decision Memo.docxDECISION MEMORANDUM TO:COMMISSIONER HANSEN COMMISSIONER NELSON COMMISSIONER SMITH MYRNA WALTERS TONYA CLARK RITA SCOTT DON HOWELL STEPHANIE MILLER JOE CUSICK BIRDELLE BROWN DAVID SCOTT WORKING FILE FROM:BRAD PURDY DATE:JANUARY 22, 1999 RE:CASE NO. GNR-T-98-14; APPLICATION OF CCCID, INC.  DBA CONNECT FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO PROVIDE TELECOMMUNICATIONS SERVICES IN IDAHO On October 6, 1998, CCCID, Inc. dba Connect, filed an Application for a Certificate of Public Convenience and Necessity to provide local exchange telecommunications services in Idaho.  Connect proposes to provide basic local exchange services to both residence and business customers throughout the state in all exchanges served by U S WEST, GTE and Sprint/United Telephone.  CCCID also plans to offer service through resale arrangements with incumbent local exchange carriers.  CCCID intends to install a switch in Idaho and to purchase unbundled network elements from either the incumbent local exchange carriers or another competitive access provider. Staff encountered difficulties in working with Connect’s former service agent to ensure that the Company’s Application was complete.  Consequently, a letter was sent to the service agent and the Company indicating that Staff would file a Motion to Dismiss the Application by a date certain if the Application had not been made complete.  Staff was ultimately contacted directly by the Company which indicated that it had terminated its relationship with its service agent and needed additional time to complete its Application.  Staff agreed to this and, after review of the completed Application, now recommends that the Commission process this case by Modified Procedure.
