IT IS HEREBY CERTIFIED that this Certificate of Public Convenience and Necessity is issued to CTC Telecom, Inc., Certificate No. 348, to authorize CTC to provide Title 62 telecommunications services, including basic local exchange services, as a competitive local exchange carrrier within parts of the state of Idaho. The Commission approved CTCs Certificate by Order No. 27673 issued August 10, 1998. Order No. 27673 limits the areas in which CTC is authorized to provide telecommunications services, as depicted in the map attached to this Certificate as Exhibit A and as fully described below:

In Ada County, Idaho
Township 4 North, Range 2 East, Boise Meridian

In Section 4: Northwest half of Lot 4
In Section 5: Lots 1, 2, 3 and 4
In Section 6: Lots 1 and 2; West  Southeast Quarter; South  Northeast Quarter

Township 5 North, Range 2 East, Boise Meridian

In Section 28: South half Northwest Quarter, West  Southwest Quarter, Northeast Quarter Southwest Quarter; Except that portion lying East of the centerline of the Century Road
