PROPOSED ADOPTION OF THE FCC E-RATE AND DISCOUNT MATRIX
On June 12, 1997, the Commission issued a Proposed Order to adopt FCC E-Rate Discount Matrix in Case No. GNR-T-97-11.  In the proposed order, the Commission notified interested parties of its intent to adopt the  FCC Discount Matrix on telecommunications services provided to elementary schools, secondary schools, and libraries for educational purposes (E-Rate).  The Proposed Order notified the interested parties to file exceptions and briefs to the Proposed Order within 14 days, which time period lapsed on June 26, 1997.  No exceptions, comments or briefs were filed.  Three letters were received - two expressing support and one recommending a point of clarity for the Order.
The Staff recommends that the Commission issue the Proposed Order as a final Order to adopt the FCC E-Rate Discount Matrix for telecommunications services to elementary schools, secondary schools, and libraries.  
Commission Decision:
Should the Commission issue a final order to adopt the FCC E-Rate Discount Matrix to establish discounts on telecommunications services provided to schools and libraries?
