SUBJECT: ROCKY MOUNTAIN POWER’S APPLICATION TO INCREASE RATES
THROUGH ITS ENERGY COST ADJUSTMENT MECHANISM (ECAM),
CASE NO. PAC-E-12-03

On February 1, 2012, PacifiCorp dba Rocky Mountain Power (“Rocky Mountain
Power” or “Company”) submitted its annual Energy Cost Adjustment Mechanism (“ECAM”)
filing in accordance with Idaho Code §§ 61-502 and 61-503, and Rule of Procedure 52.
On February 15, 2012, the Commission issued a Notice of Application, Notice of
Modified Procedure and Notice of Intervention Deadline. See Order No. 32461. The Notice
established a comment deadline of March 13, 2012, and a deadline for submitting a Petition to
Intervene of February 28, 2012.
MONSANTO PETITION TO INTERVENE
On February 13, 2012, Monsanto Company (“Monsanto”) submitted a Petition to
Intervene. In its Petition, Monsanto states that it “has a direct and substantial interest in this
proceeding as a special contract customer of Applicant Rocky Mountain Power and intends to
participate in all respects herein as a party as may be required to represent its interests.”

MOTION TO EXTEND COMMENT DEADLINE
On March 12, 2012, the Commission received Monsanto’s Motion requesting a
Commission Order extending the Comment Deadline from March 13, 2012 until March 20,

2012.1 Monsanto states that this is the first time the Company has been subject to Rocky
Mountain Power’s ECAM filing and requires additional time to prepare data requests, analyze
responses, and submit comments. Monsanto Motion at 1. Monsanto states that prior to
submitting its Motion it consulted with representatives of Rocky Mountain Power and Staff and
neither party objects to the one-week extension of the comment deadline. Id. at 3.
COMMISSION DECISION
Does the Commission wish to grant Monsanto’s Petition to Intervene?
Does the Commission wish to grant Monsanto’s Motion to Extend the Comment
Deadline until March 20, 2012?
