Leader Communications, LLC submis this application seeking an Order for
income tax credit for LeaderCommunication's investment in "qualified" broadband
equipment. The following information is provided for your consideration:
Name and address of applicanl including the conlacl person in lhe event there
are questions regarding the application and its content. Indicate whether the
applicant is a lelecommunications carrier, o commercial mobile serttice
carrier, a cable or open video operator, a satellite carrier, or other type of
wireless carrier.

Identifi the area of locationwhere the equipment is installed in ldaho.
The equipment referenced in our application was installed in the
communitiesof llarrison, St. Maries, Potlatch, Princeton, Worley,
Plummer, Elk River, Lewiston, and Coeurd' Alene. Specifically the
equipment was installed in Benewah, Latah, Clearwater, Nez Perce, and
Kootenai counties.
Describe the type of broadband sentice(s) offered to the public in ldaho.
Leader Communications LLC delivers broadband Intemet to the residents and
businesses of the above areas via wireless microwave and some with fiber
optics.
4.State the network transmission rate in bits per second at which subscribers to
the relevanl broadband network can receive and send (download ond upload)
The network is capable at transmitting services from 2.0 mbps
download and I mbps upload all the way up to I .2 Gbps full duplex in
areas. Our most popular plan is the platinum which is 7 and 2 5 mbps
and 3-4mbpsupload.

5 Provide a specific list of the equipment or types of equipment that the
applicant is requesting that the Commission determine is "qualified
broadband equipment" as defined in the ldaho Code 63-3029(3)@. List the
brand, manufacturer, model numbers, or other distinguishingfeatures of the
instolled equipment.
Please see attached list of equipment deployed.
Provide the date (s) or time period when the broadband equipment was
installed in ldaho.
Allof the equipment was deployed Jan I ,2019 thru Dec 31, 2019.
Provide a written description (including basic schematics or general
drmtings) of the relevant broadband network including a description of how
the installed equipment is "an integral part" of a broadband network.
Please see included Coverage Map showing the areas in which we provide
our services.
Description of Leader Communications, LLC broadband network:
The network shown in conjunction with the coverage map is a wireless
microwave network with the Core of the network being in St. Maries,ldaho.
From our Tower. l2 location there is a 5 9 8 mbps licensed microwave link to
our upstream provider Ziply Fiber From that location there are numerous
wireless point to point links to adjoining tower locations such as Tower.l Q
Tower.ll, and Tower.28 which are just a few of the main locations that allow
us to distribute additional point to point links from those locations to other
strategically located tower locations. Also there is an addtional link of
2fi)nbps from Moscow Mountain to Princeton,ldaho where that market is
fed from. Within each of our areas, there are several point to multipoint
access points allowing us to connect the end user with a Customer Premise
microwave radio which is purchased and installed by Leader Communications.
We have also recently installed an addtional 42Onbps microwave link to
Harrison and also installed a lgbps fiber optic link in St. Maries.

Quantify the percentage and number of potentiol ldaho subscribers tlnt could
be served wilh the broadband equipment and the percentage and number of
non-Idaho subscribers that will be/could be served by the broadband network
Leader Communication's network could potentially cover around 18,000
residents. Currently, we provide services to around 3000 of these locations
and constantly expanding our services. Non of our coverage area provides
services to non-ldaho subscribers. About l6% of the population is serviced by
Leader Communications.
Enclose a statement certrfying that the applicant has read the applicable
statutesfor broadband investment income tax credit and the applicant
believes that the subject broadband equipment qualiJiesfor the ttx credit
under ldaho Code 63-30291.

believe the broadband equipment listed in this application qualifies for the tax
credit under ldaho Code 63-3029i.
