Dear Secretary Hanian:

Pursuant to Section 51.911(c) of the Federal Communications Commission’s rules, 47 C.F.R. §51.911(c),
Granite Telecommunications, LLC (“Granite”) submits to the Idaho Public Utilities Commission
(“Commission”) this Letter of Compliance.

Granite will comply with the above cited regulation by setting its Idaho intrastate terminating access rates
at parity with those of the CenturyLink Operating Companies’ interstate rates as cited in the Company’s
Idaho access price list, Idaho PUC Price List No. 2, effective July 1, 2018. Granite adopts the
corresponding CenturyLink Operating Companies’ interstate terminating access rates set forth in
Granite’s amended Tariff F.C.C. No. 1, also effective July 1, 2018. The Company’s interstate F.C.C.
Tariff No. 1 may be viewed at https://apps.fcc.gov/etfs/public/tariff.action?idTariff=442. This submission
is Granite’s final annual compliance submission to the Commission pursuant to Section 51.911 of the
FCC’s rules, unless Section 51.911 or the CenturyLink Operating Companies’ interstate terminating
access rates are subsequently amended.
