Dear Ms. Jewell:

Pursuant to Section 51.911(c) of the Federal Communications Commission’s rules, 47 C.F.R.
§51.911(c), Granite Telecommunications, LLC (“Granite”) submits to the Idaho Public Utilities
Commission this Letter of Compliance.

Granite will comply with the above cited regulation by setting its Idaho intrastate terminating
access rates at parity with those of the price-cap incumbent local exchange carriers in its
operating territory as cited in the Company’s Georgia access price list, Idaho PUC Price List No.
2, effective July 1, 2017. Granite adopts the corresponding incumbent local exchange carrier
interstate terminating access rates set forth in Granite’s amended Tariff F.C.C. No. 1, also
effective July 1, 2017. The Company’s interstate F.C.C. Tariff No. 1 may be viewed at
https://apps.fcc.gov/etfs/public/tariff.action?idTariff=442.
