See 47 C.F.R. S 54.313(i); 5 5a.a22ft1. The Annual ETC Reports are required to be filed on FCC Form 481, with attached materials. In fulfillment of this requirement, Potlatch Telephone Company, (the "Company'), has enclosed a confidential and redacted copy of its FCC Form 481, along with the Request for Confidential Treatment letter dated lune 27,2016 to Marlene H. Dortch, Secretary, Federal Communications Commission. Pursuant to the Code of Federal Regulations cited in the FCC letter and IDAPA 31.01.01, Rule 57, Company requests that certain portions of its FCC Form 481 as outlined in the FCC letter be treated as confidential information and not subject to public inspection. To accomplish and maintain this service level, Potlatch has made significant historical investment to deploy, operate, and maintain an integrated, highly-reliable network. ln addition to its own capital spending, Potlatch draws from the federal Universal Service Fund (USF). Universal service support has been (and continues to be) critical in enabling Potlatch's services in its rural markets to be reasonably comparable in quality and price to services in more urban markets, as Congress mandated in the Telecommunications Act. Potlatch draws USF support because the cost of providing voice and data services in its rural study area are substantially higher than those in urban areas, and thus all of the costs cannot be recovered solely from Potlatch's customers while maintaining reasonably comparable prices. Potlatch has made investments to bring high speed data services to its customers when the level of customer revenues and universal service support has made it financially viable to do so.
