On July 21,2015,Neustar’s attorney of record Kimberly Miller filed a petition with
the Commission requesting limited admission in the above-captioned case.See Commission
Rules of Procedure 19 and 43.03.The local counsel associated with this Motion is Idaho
attorney Mary Hobson.
Ms.Miller has been admitted by the Idaho State Bar under Bar Rule 227,has certified
that she is an active member in good standing with the District of Columbia Court of Appeals,
and that she maintains a regular practice of law with Neustar,Inc.in Washington,D.C.Both
Ms.Hobson and Ms.Miller have further acknowledged that as local counsel,Ms.Hobson’s
attendance shall be required at all proceedings before the Commission in which Ms.Miller
appears,unless specifically excused by the Commission.Neustar requested that Ms.Hobson be
excused from attendance at any proceeding before the Commission in this matter.
COMMISSION FINDINGS
The Commission has reviewed and considered the Motion for Limited Admission
filed in Case No.GNR-T-15-06 and the related practice rules and Rules of Procedure,i.e.,Idaho
Bar Commission Rule 227 (Limited Admission —Pro Hac Vice)and Commission Rules of
Procedure 19 and 43.03,IDAPA 31.01.01.019 and .043.03.
Based on the filings of record and certified representations of Ms.Miller and Ms.
Hobson,we find that reasonable grounds have been demonstrated to justify the granting of
limited admission of Ms.Miller as legal counsel for Neustar in Case No.GNR-T-1 5-06.Further,
good cause appears to excuse the appearance of Ms.Hobson in further proceedings in this docket
unless needed by Neustar.
CONCLUSIONS OF LAW
The Commission has jurisdiction in Case No.GNR-T-15-06 and the Petition for
Limited Admission filed by Mary Hobson,local counsel,and Kimberly Miller,applying counsel,

pursuant to Idaho Code,Title 61,and the Commission’s Rules of Procedure,31,01.01.000,et
seq.
ORDER
IT IS HEREBY ORDERED and Kimberly Miller is hereby granted limited admission
in Case No.GNR-T-15-06 as legal counsel for the applicant,Neustar,Inc.
IT IS FURTHER ORDERED that the attendance of Mary Hobson is excused from all
further proceedings in Case No.GNR-T-15-06 unless required by Neustar.
