PROPOSED ORDER GRANTING PETITION FOR PRO HAC VICE OF
KIMBERLY WHEELER MILLER AND TO EXCUSE LOCAL COUNSEL
On or about July 20, 2015 and in accordance with Idaho Bar Commission Rule
222 and IPUC Rule of Procedure 19, Mary S. Hobson, local counsel, filed a petition
("Petition") with the Idaho Public Utilities Commission ("Commission") for limited
admission of Kimberly Wheeler Miller in the above-captioned proceeding and to excuse
Ms. Hobson from attendance at all proceedings before it in the above-captioned matter.
Ms. Miller certifies that she is an active member in good standing of the bar of the
District of Columbia and that she maintains the regular practice of law as an attorney
with Neustar, Inc. at 1775 Pennsylvania Avenue, N.W., Washington, DC. Ms. Miller
further certifies that she is not a resident of the State of Idaho, that she is not licensed to
practice in Idaho, and that she has not previously sought admission under IBCR 222 or
Rule 19 of the IPC Rules of Procedure.
Both Ms. Hobson and Ms. Miller certify that the Petition has been served on
parties to this proceeding, that a copy has been provided to the Idaho State Bar, and that
the required fee was paid to the Idaho State Bar.
Ms. Hobson requests that the Commission excuse her from attendance at the
proceedings before the Commission in this matter.

COMMISSION FINDINGS
The Commission has reviewed and considered the Petition for Pro Hac Vice of
Kimberly Wheeler Miller and to Excuse Local Counsel in the above-captioned
proceeding, and IBCR 222 and, Commission Rule of Procedure 19. Based upon the
filings of record and certified representation of Ms. Miller and Ms. Hobson, we find that
reasonable grounds have been dernonstrated to justiff the granting of limited admission
of Ms. Miller as legal counsel for Neustar, Inc. in the above-captioned proceeding. We
further find it reasonable to excuse Ms. Hobson from attendance at the proceedings
before the Commission in this matter.
CONCLUSIONS OF LAW
The Commission has jurisdiction in the above-captioned proceeding and in regard
to the Petition for Limited Admission and to Excuse Counsel filed by Ms. Hobson, local
counsel, and Ms. Miller, applyrng counsel, pursuant to Idaho Code, Title 61, and Rule 19
of the Commission's Rules of Procedure,IDAPA 31.01.01 .000 et seq.
In consideration of the foregoing and as more particularly described above, IT IS
HEREBY ORDERED that Kimberly Wheeler Miller is granted limited admission in the
above-captioned case as legal counsel for Neustar, Ioc., and that Mary S. Hobson is
excused from attendance at the proceedings before the Commission in this matter.
