Dear Ms. Jewell:
Our client, France Telecom Corporate Solutions L.L.C. (“FTCS”), is a CLEC
authorized to provide services in Idaho under Case No. FTN-T-04-01. FTCS
operates on a “pure resale” basis,i.e., it does not own or control any
telecommunication facilities, and it does not purchase unbundled network elements.
Because FTCS is non-facilities based, it does not provide access services, it does not
collect access charges, and it does not have an access tariff on file with the
Commission.
As such, we believe that your Order 32534 dated April 24, 2012 regarding updating
FTCS’ tariff to conform with the FCC’s USF-ICC Reform Order is not applicable.
