GNR-IO- ) ORDER NO. 32069 On May 24, 2010, the Idaho Telecommunications Relay Services (TRS) Administrator issued a request for proposal (RFP) seeking bids from persons interested in providing relay services to Idaho customers. The TRS program allows citizens who are hearing- or speech-impaired to engage in telephone or video communications "in a manner functionally equivalent to that of individuals without hearing or speech impairments.Idaho Code ~ 61- 1301. Bid proposals in response to the RFP were originally due no later than July 16 2010. At the request of one of the bidders, the response date was extended to July 23 2010. The TRS Administrator and three members of the TRS Advisory Committee have reviewed the two bid proposals. Each member of the Advisory Committee and the Administrator gave their highest scores to Hamilton Telecommunications.Based upon the scores, the Administrator recommended that the Commission approve awarding the TRS relay contract to Hamilton. Based upon the Administrator s recommendation and our independent review, we find it is reasonable and in the public interest to award the TRS service contract to Hamilton Telecommunications. Idaho Code ~ 61-1303(1)(b)(v). ORDER IT IS THEREFORE ORDERED that the contract to provide telecommunications relay services for the State of Idaho be awarded to Hamilton Telecommunications. We direct the TRS Administrator to complete negotiations for the new three-year TRS contract with Hamilton with a proposed effective date of December 1 , 2010. THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally decided by this Order) or in interlocutory Orders previously issued in this Case No. GNR-lO- 05 may petition for reconsideration within twenty-one (21) days of the service date of this Order with regard to any matter decided in this Order or in interlocutory Orders previously issued in ORDER NO. 32069 this case. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code ~ 61-626.
