On March 10, 2010, Gold Star Communications, LLC ("Gold Star ) filed a formal
request for a Commission waiver of numbering resource guidelines following denial of its
Application filed with NeuStar, the North American Numbering Plan Administrator (NANP A).
PETITION
In its Application, Gold Star states that it submitted an automated worksheet to
NeuStar via its online system in order to obtain numbering resources necessary to meet the
demand of its customers in Driggs, Idaho. Gold Star s Application was denied due to a failure to
meet NANPA's 'months to exhaust' (MTE) and/or utilization requirements. Gold Star is
requesting a block of numbers that it returned to the pool when this Commission implemented
mandatory pooling. The Company has now determined that it needs the 208-399-6 block of
sequential numbers returned in order to serve its Driggs customers.
ST AFF ANALYSIS AND RECOMMENDATION
Gold Star Communications, LLC participates in the thousand-block-pooling in the
Driggs rate center. Methods such as pooling and rate center consolidation help make number
conservation efforts more effective and are designed to extend the time it takes to exhaust a rate
center s numbering resources.
After evaluating Gold Star s waiver request, Staff believes that granting this waiver
will not adversely affect the numbering resources in the Driggs rate center. According to FCC
orders and numbering guidelines, carriers may appeal these types of NANP A decisions to the
appropriate state regulatory authority. Staff noted that the Commission has granted similar
waivers in the past to meet the requests of other carriers. See Order Nos. 28769 29279, 30351
30427, and 30983. Thus, Staff concluded that granting the requested waiver would result in an
efficient use of Idaho s numbering resources.

DISCUSSION AND FINDINGS
After reviewing Gold Star s Petition and Staff s recommendation, the Commission
finds that Gold Star s Petition requesting a state waiver of FCC numbering resource guidelines
should be granted. The Commission finds that Gold Star s request for the return of the 208-399-
6 block of sequential numbers in order to serve its customers in the Driggs, Idaho rate center is a
reasonable and efficient use of Idaho s numbering resources.
ORDER
IT IS HEREBY ORDERED that Gold Star Communications, LLC's request for a
state waiver of FCC numbering resource guidelines is approved.
IT IS FURTHER ORDERED that NeuStar, the North American Numbering Plan
Administrator (NANP A), return the 208-399-6 block of sequential numbers to Gold Star
Communications, LLC for use in the Driggs, Idaho rate center.
THIS IS A FINAL ORDER. Any person interested in this Order may petition' for
reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7)
days after any person has petitioned for reconsideration, any other person may cross-petition for
reconsideration. See Idaho Code ~ 61-626.
