These comments include the attched correspondence from the Company to the Commssion sumarzig its prelimin estiate of costs to provide serce to the communty of Pearl, Idaho and surtg work papes. DISCUSSION As sumarzed in its leter to the Commission, the Company's intial involvement with the Peal Community was in an advisory role to Mr. La Cromwell, who was explorig the oppty to provide interet and voice serces to Pearl residents. Unless the Company quaifies for unveral serce fuds, neither the Company nor Pearl residents would be able to afford the costs to extend serce to the area-eosts, which the accompanyig spreadsheets indicate would be high. Based on prelimnar estimates and the assuptions and qualifications describe in the accompanyig materals, the Company estiates that its additional revenue requirement that would nee to be satisfied though increased drws from the state USF and intertate pol would be approximately $60,000 from each. Interm supplemental State USF supprt may be reqred to bridge the time that may pass, if any, before intertate supprt becomes available. Given the extensive up-front investments beng made, the Company would also want the beefits of available exemptions from, and suspensions of, the requirements of the 1996 Telecom Act afforded by Secton 251(t). -( DATED ths ~. day of March, 2008. As stated in our meeing of Febru 4th, ATC is not actively puruig acuisition of ths propert. Ou compay beame involved when contated by La Cromwell who was applying for a Broadband Grant frm Rural Utilties Servce. Ths grt would have enabled Mr. Cromwell to provide interet and voice seice to th reidents of PearL. Mr. Cromwell asked for our assistace in engineeng and swtching serices. Ou asiation with Mr. Cromwell ceasd however, although the reidents of Peal asked ATC to continue to asist them in obtag telephone seice. As welive consistently stated, ATC is unable to provide servce to Peal as a CLEC. We would be wiling to provide service if our compay would be granted ILEC status, ths propert would be included with our existing certificated terrtory and ATC obtaned an exemption for the reuirement of Sec. 251 ( c) of the i 996 Act. Ony if this happe will it be feaible for our coinpany to inves in the Pearl communty. We have outlined the investentand expens we expet to incur if ATC is the serice provider for PearL.
