The Idaho Telecommunications Relay Services (TRS) Act reqUIres that the
Commission appoint an "Advisory Committee" to advise the TRS Administrator. Idaho Code
~~ 61-1303(b)(1), 61-1306(1). The Commission s TRS Rule 103 first promulgated in 1992
establishes a seven-member committee and assigns permanent representation to: US WEST
Communications GTE Northwest AT&T Communications, and MCI Telecommunications
Corporation.IDAPA 31.46.02.103. Rule 103 also assigns two seats to members of the Idaho
Telephone Association (an association of independent local exchange companies) and the
remaining one seat to a long-distance carrier that is not a local exchange company.
In July 2000 the Commission appointed members to the Advisory Committee in
Order No. 28425. Since that time, many of the Advisory Committee members have left the
industry. Given the change in the assigned members and their representatives, the Commission
makes the following updates to the Advisory Committee.

1 Since the Commission promulgated Rule 103, telephone companies have re-organized, merged, changed names or
gone out of business. For example, U S WEST and GTE have been succeeded by Qwest Corporation and Verizon
Northwest, respectively.

The Commission finds that the members listed above represent a cross-section of the
industry. The Commission intends to review the allocation of membership in Rule 103 after the
present rulemaking moratorium.
ORDER
IT IS THEREFORE ORDERED that the aforementioned individuals are appointed as
members of the TRS Advisory Committee pursuant to TRS Rule 103 and Idaho Code 9 61-
1306(1 ).
IT IS FURTHER ORDERED that the Advisory Committee is authorized to discharge
those duties and responsibilities outlined in the Telecommunications Relay Services Act and the
Commission s TRS Rules. Idaho Code 99 61-1301 et seq. and 31.46.02.000 et seq.
IT IS FURTHER ORDERED that Commission Order No. 28425 issued July 6, 2000
is rescinded.
THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally
decided by this Order) or in interlocutory Orders previously issued in this Case No. GNR- T -05- 7
may petition for reconsideration within twenty-one (21) days of the service date of this Order
with regard to any matter decided in this Order or in interlocutory Orders previously issued in
this Case No. GNR-05-7. Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration. See Idaho Code 9 61-
626.
