I v'- GAJR- -oE:- RE: GNR-05- Dear Ms. Jewell On October 13 2005 Verizon filed an emergency petition with the FCC seeking a waiver of the FCC'PIC Change Charge Order.In the petition, Verizon sought a waiver of the 50 percent requirement for an additional two months due to additional time needed to make software changes to its billing and ordering systems, adopt new methods and procedures and train service representatives to administer the charges. On October 14 2005 the FCC granted Verizon s petition and ordered the Company to file revised rates in compliance with the PIC Change Charge Order to be effective no later than January 1 2006. Idaho Public Utilities Commission Order No. 29806 in Case No.GNR- T -05-1 requires incumbent local exchange carriers to mirror the FCC's PIC change charge safe harbor pricing structure. Per the Order, incumbent local exchange carriers were required to file the appropriate changes in their Idaho tariffs to become effective at the same time as the changes that they must file in their federal tariffs, no later than October 17, 2005. In light of the fact that the FCC has granted Verizon a waiver of the date for filing tariff revisions related to the requirements of the PIC Change Charge Order Verizon Northwest Inc. respectfully requests that the Idaho Public Utilities Commission grant the Company the same extension of time to submit their intrastate tariffs in compliance with Order 29806. Verizon would file revised Idaho rates to become effective no later than January 1 2006.
