The granting of the number portability requirement suspension to the 16 members of the Idaho Telephone Association should not simply feature the 6 months additional time allowance of benefit to the member companies. The inconvenience of this delay to the public should be compensated. The period of time extending beyond the FCC May 24th 2004 dead line should be identified as the measure of compensation to the public. The compensation to the public shall begin upon the actual startup in service date of the Syringa tandem switch. The compensation to the public shall end upon the length of time in days that the 16 members of the Idaho Telephone Association did not comply, beyond the FCC May 24th 2004dead line.
