On March 26, 2004, the Commission issued Order No. 29452, In The Matter of the
Petition of Idaho Telephone Association for Suspension of Number Portability Requirements.
that Order, the Commission required that the IT A provide two written reports apprising the
Commission of the progress ITA members are making to implement LNP. This letter shall serve
as the first such report, due July 23 , 2004.
Albion Telephone Company purchased three new LNP capable soft switches that are
currently being installed. Once installation is complete, programming and testing will begin.
Albion anticipates being LNP compliant by the deadline.
Cambridge Telephone Company and CTC Telecom are in the process of
implementing LNP at their Hidden Springs location. The Hidden Springs switch is LNP capable
and they are now programming the software. However, they do need a major switch upgrade at
the Cambridge location. The company will not be able to invest in a new switch for at least 6
months to a year. Therefore, Cambridge will be seeking another extension from the PUC on
LNP compliance.

Custer Telephone Cooperative is planning to use Syringa Networks to provide LNP on
its behalf. It will use OVNW for service order administration. Syringa has a written proposal
outlining its plan to provide LNP for ITA members who choose to use Syringa for LNP.
Farmers Mutual Telephone Company already had a new switch that was LNP capable.
It is currently programming the software and will begin testing as soon as the programming is
complete. Farmers expects to be LNP compliant by the deadline.
Filer Mutual Telephone Company has new software in two switches. It has been fully
tested and LNP is up and running.
Fretel Communications and Fremont Telecom have LNP capability in their current
switches. Their parent company, Fairpoint Communications, is investigating software upgrade
options. Once the decision on software has been made, it will be installed and tested. Fretel and
Fremont expect to be LNP compliant by the deadline.
Midvale Telephone Company and Rural Network Services are going to use Syringa
Networks for LNP. (See response re: Custer Telephone above.
Mud Lake Telephone Cooperative Association is going to use Syringa for LNP and it
will use OVNW for service order administration. Their software is in and ready to go.
Oregon-Idaho Utilities is fully LNP compliant.
Project Mutual Telephone Cooperative Association has recently installed new
software for its switches. It is in the process of testing and expects to be LNP compliant by the
deadline.
Direct Communications-Rockland has ordered software for its switch upgrades and is
currently building the necessary databases. It will test once the software is installed and expects
to be LNP compliant by the deadline.
Rural Telephone Company has sought quotes on switch upgrades that it is in the
process of evaluating.
Silver Star Telephone Company and Columbine Telephone Company have a soft
switch on order and they expect installation in September. They will test immediately upon
installation and expect to be LNP compliant by the deadline.
I trust this information satisfies the Commission s order for the first IT A status update. A
second status update will be provided by September 24 2004, per Order No. 29452. If you have
