YOU ARE HEREBY NOTIFIED that on August 25 , 2003 , IDT America, Corp. filed
an Application for a Certificate of Public Convenience and Necessity to provide facilities-based
and resold competitive local exchange and interexchange services throughout the State of Idaho.
IDT is a wholly owned subsidiary of IDT Domestic Telecom, Inc. a wholly owned subsidiary of
IDT Telecom, Inc, a wholly owned subsidiary of IDT Corporation, a Delaware corporation that
is publicly traded on the New York Stock Exchange (IDT, IDT.C). The Company has filed a
copy of its Certificate of Authority issued by the Idaho Secretary of State.
YOU ARE FURTHER NOTIFIED that IDT proposes to offer voice grade local
exchange service and accompanying service features to residential and small business customers
throughout the service territories of Qwest Corporation and Verizon. IDT intends to provide
service via unbundled network elements and resold service of incumbent local exchange carriers
(ILECs). The Company does not own or control any facilities in the State of Idaho and intends
to rely on the facilities of the ILECs to provide service. IDT intends to initiate interconnection
agreements with Qwest and Verizon, and asserts it will file an initial tariff and price list when it
obtains interconnection agreements.
YOU ARE FURTHER NOTIFIED that the Application states that IDT has
reviewed all Commission rules and agrees to comply with those rules. IDT does not intend to
require deposits from its customers and has not submitted a surety bond. IDT seeks Commission
approval without the requirement of the bond.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
NOTICE OF APPLICATION

Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission s Rules
of Procedure, IDAPA 31.01.01.201 through .204.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission within
twenty-one (21) days from the service date of this Notice.The comment must contain a
statement of reasons supporting the comment. Persons desiring a hearing must specifically
request a hearing in their written comments. Written comments concerning this Application
shall be mailed to the Commission and the Applicant at the addresses reflected below:

set, the Commission will consider them and, in its discretion, may set the same for formal
hearing.
YOU ARE FURTHER NOTIFIED that the Application together with supporting
workpapers, testimonies and exhibits, have been filed with the Commission and are available for
public inspection during regular business hours at the Commission offices.

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission s jurisdiction under Titles 61 and 62 of the Idaho Code and that the
Commission may enter any final Order consistent with its authority under the Idaho Code.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission s Rules of Procedure, IDAP A 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that the Application of IDT America, Corp. for a
Certificate of Public Convenience and Necessity be processed by Modified Procedure, IDAP A
31.01.01.201-.204. Persons interested in submitting written comments in this matter should do
so no later than 21 days from the service date of this Order.
