On August 25 2003, IDT America, Corp. (IDT) filed an Application for a Certificate
of Public Convenience and Necessity to provide facilities-based and resold competitive local
exchange and interexchange services throughout the State of Idaho. IDT is a wholly owned
subsidiary of IDT Domestic Telecom, Inc. a wholly owned subsidiary of IDT Telecom, Inc., a
wholly owned subsidiary of IDT Corporation, a Delaware corporation that is publicly traded on
the New York Stock Exchange (IDT, IDT.C). The Company has filed a copy of its Certificate of
Authority issued by the Idaho Secretary of State. On March 4, 2004, the Commission issued a
Notice of Application and Notice of Modified Procedure to process IDT's Application.
Staff reviewed the information provided by IDT in its Application and believes it
satisfies the requirements of the Commission s Rules of Procedure 111, IDAP A 31.01.01.111
and Procedural Order No. 26665 issued November 7, 1996, which sets out the necessary
information to be included with an application for a certificate. The Application stated IDT
intends to provide basic resold and facilities-based local exchange services to both residential
and small business customers. The Company would initially provide services primarily via the
unbundled network elements platform (UNE-P). The Application stated the Company s primary
market is its existing long distance customer base. IDT stated it would initially provide service
in the areas ofthe State currently served by Qwest and Verizon.
IDT is a telecommunications company that has been providing long distance services
nationwide, including in Idaho. The Application included financial information about the parent
company that indicated the Company was in a relatively strong financial position, considering
the downturn in the telecommunications industry. Staff stated the Company has the technical
managerial and financial strength to provide the services identified in the Application.

IDT stated in its Application that it has reviewed all Commission rules and agrees to
comply with those rules. IDT also provided an illustrative tariff that demonstrates its
understanding of the tariff requirements and processes.
The Commission finds that IDT has satisfied all the requirements of the
Commission s Rules and Procedural Order No. 26665 setting forth the requirements for an
application for a Certificate of Public Convenience and Necessity. The Commission therefore
approves the Application of IDT America, Corp.
ORDER
IT IS HEREBY ORDERED that the Application of IDT America, Corp. for a
Certificate of Public Convenience and Necessity is granted to enable the Company to provide
basic local exchange service within the State of Idaho.
THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally
decided by this Order) or in interlocutory Orders previously issued in this Case No. GNR- T -03-
29 may petition for reconsideration within twenty-one (21) days of the service date of this Order
with regard to any matter decided in this Order or in interlocutory Orders previously issued in
this Case No. GNR-03-29.Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration. See Idaho Code ~ 61-
626.
