On November 14 2008, VCI Company filed a Notice of Withdrawal of Service and
Relinquishment of Eligible Telecommunications Carrier (ETC) Designation with the Commission.
VCI is requesting to cancel its Certificate of Public Convenience and Necessity No. 433 and
relinquish its ETC designation with the State ofIdaho. The Company stated it has not provided local
exchange or interexchange services and has not acted as an ETC in Idaho. In its Decision Meeting
on November 24 2008, the Commission determined to approve vcrs request for cancellation of
Certificate No. 433 and relinquishment of its ETC designation.
COMMISSION FINDINGS
In September 2004, the Commission granted and issued VCI Company Certificate of
Public Convenience and Necessity No. 433 to provide local exchange and interexchange services
within Idaho. Case No. GNR-03-, Order No. 29584. In January 2005, VCI was granted ETC
status in Qwest's non-rural service area. Case No. VCI-04-, Order No. 29686.
On November 14, 2008, VCI filed a request to cancel its Certificate of Public
Convenience and Necessity to provide interexchange and local exchange services in Idaho and to
relinquish its ETC status in Idaho. The Company stated that it has not operated within Idaho and
asked that its price lists and Certificate No. 433 and ETC designation be withdrawn. Staff
recommended the Commission cancel Certificate No. 433 and revoke vcrs ETC designation.
The Commission approves VCI Company s request to cancel its Certificate of Public
Convenience and Necessity No. 433 and revokes its ETC designation.
ORDER
IT IS HEREBY ORDERED that VCI Company s request for cancellation of Certificate of
Public Convenience and Necessity No. 433 is granted. Certificate No. 433 is no longer in effect, and
VCI is no longer authorized to provide services in the State ofIdaho.
ORDER NO. 30698
IT IS FURTHER ORDERED that VCI Company s request to relinquish its ETC
designation in the State of Idaho is granted.
THIS IS A FINAL ORDER. Any person interested in this Order or in interlocutory
Orders previously issued in this case may petition for reconsideration within twenty-one (21) days of
the service date of this Order with regard to any matter decided in this Order or in interlocutory
Orders previously issued in this case. Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration. See Idaho Code ~~ 61-619
and 61-626.
