RE:CERISTAR, INc.'S APPLICATION FOR A CERTIFICATE OF PUBLIC
CONVENIENCE AND NECESSITY, CASE NO. GNR- T -03- 7
On January 24, 2003, CeriStar, Inc. applied for a Certificate of Public Convenience
and Necessity to provide facilities-based and resold local exchange telecommunication services
in Idaho. The Application was assigned Case No. GNR-O3- 7.
Staff completed its review of CeriStar s Application on March 25, 2003 , and
requested CeriStar clarify items in the Application and make changes to the illustrative tariff.
When Staff received no reply, Staff inquired on May 8 about the status of CeriStar s response.
The Company s consultant told Staff that the consultant would notify Staff when CeriStar
responded. After receiving no further communication from the consultant or the Company, on
September 22 Staff sent a letter to the consultant and the Company requesting a response by
October 17. Staff advised that if no response was received by October 17, Staff would request
the Commission to dismiss the Application. No response was received.
Staff Recommendation
Staff recommends that the Commission dismiss CeriStar s Application in Case No.
GNR-03-7 without prejudice. Does the Commission agree?
