BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
IN THE MATTER OF THE APPLICATION
OF HIGH TECH TELEPHONES, INc.
FOR A CERTIFICATE OF PUBLIC
CONVENIENCE AND NECESSITY ORDER NO. 29311
CASE NO. GNR- T -03-
On January 8 2003, High Tech Telephones, Inc. (High Tech) filed an Application for
a Certificate of Public Convenience and Necessity (CPCN) to provide resold local exchange
services in Idaho. High Tech is incorporated in the State ofIdaho.
The Commission issued a Notice of Application and Notice of Modified Procedure on
July 8, 2003. Order No. 29283. The Commission Staff filed written comments in response to
this Notice. Based on the comments, the law, and the record, the Commission grants the
Company s Application.
STAFF RECOMMENDATION
Staff reviewed the Application submitted by High Tech and believes that it provides
sufficient grounds upon which the Commission could grant the Company a CPCN. Staff also
believes the Company understands and will comply with the Commission s Rules and
requirements. In addition, Staff has reviewed the Company s financials and believes that
although the Company has a relatively small budget, it has demonstrated positive net income in
2002. Finally, Staff noted that the Company would establish an escrow account with a local
bank in the event that customer deposits are required.
Based on Staffs review of High Tech's Application, Staff believes the Company
filing satisfies all the requirements of the Commission s Rules and Procedural Order No. 26665.
Staff also believes that the public interest would be served by the issuance of this Certificate
first, by maintaining and enhancing competition in the local exchange marketplace in Idaho, and
second, by increasing customer choice. Accordingly, Staff recommends approval of the
Application for a Certificate of Public Convenience and Necessity.
COMMISSION FINDINGS
Based on the comments, the law, and the record, the Commission grants High Tech
Telephones' Application. The Commission further finds that a CPCN shall be issued to High
Tech Telephones, Inc. The Commission further finds that should High Tech require advanced

deposits from its customers the Company shall establish an escrow account in the amount of
000 and provide evidence of its existence to the Commission.
ORDER
IT IS HEREBY ORDERED that High Tech Telephones, Inc.s Application for a
Certificate of Public Convenience and Necessity is granted. Accordingly, the Commission shall
issue the Company s Certificate.
IT IS FURTHER ORDERED that should High Tech require its customers to file
advanced deposits it shall establish an escrow account in the amount of $1 000 and provide
evidence of its existence to the Commission.
THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally
decided by this Order) or in interlocutory Orders previously issued in this Case No. GNR-03-
may petition for reconsideration within twenty-one (21) days of the service date of this Order
with regard to any matter decided in this Order or interlocutory Orders previously issued in this
case. Within seven (7) days after any person has petitioned for reconsideration, any other person
may cross-petition for reconsideration. See Idaho Code 99 61-626 and 62-619.
